Antoinette Holmes
Rehabilitation Services Unit Director

As the RSU Director, Holmes provides leadership and oversight for Client Services, Statewide programs, and Transition initiatives, ensuring compliance with the Rehabilitation Act as amended by WIOA, Rehabilitation Services Administration requirements, and state regulations. She is additionally responsible for monitoring program performance, outcomes, expenditures, policies, and service delivery.

With more than 28 years of experience in vocational rehabilitation, Antoinette is a dedicated rehabilitation professional and leader committed to expanding meaningful employment and career opportunities for individuals with disabilities. Her career with the New Mexico Division of Vocational Rehabilitation has progressed from direct service delivery to statewide leadership, providing her with a comprehensive understanding of vocational rehabilitation at the individual, programmatic, and administrative levels.

Throughout her career, Antoinette has developed extensive expertise in vocational counseling, rehabilitation program administration, policy and procedure development, strategic planning, budget management, data analysis, staff development, and federal and state regulatory compliance. She successfully led cross-functional teams, developed statewide training programs, provided technical assistance, and implemented systems and processes designed to strengthen service delivery and organizational effectiveness.

Holmes is particularly passionate about developing people, improving systems, and using data to drive meaningful outcomes. Her leadership experience includes coaching and mentoring managers and staff, overseeing statewide training and credentialing initiatives, managing program resources, and collaborating with internal and external partners to advance services for individuals with disabilities.

Her education includes a Master of Business Administration with an emphasis in Human Resource Management, a Master of Rehabilitation Counseling, and a Bachelor of Social Work. Antoinette is a Certified Rehabilitation Counselor (CRC) and holds New Mexico Level 3 K–12 Rehabilitation Counselor licensure. She believes effective leadership in vocational rehabilitation requires a balance of compassion, accountability, innovation, and strategic thinking. She is committed to strengthening rehabilitation services, developing professionals in the field, and creating opportunities that empower individuals with disabilities to achieve their employment and career goals.
