Dr. Stephon L. Scott
Director
Stephon L. Scott, Ed.D., M.P.A., was appointed director of the New Mexico Division of Vocational Rehabilitation in 2025. He specializes in Equal Employment Opportunity (EEO), anti-harassment, personnel investigations, reasonable accommodation, and alternative dispute resolution.
Dr. Scott is an experienced EEO professional with more than 25 years of federal government experience. He is a subject matter expert in EEO training, workplace disability accommodations, leadership development, and performance management.
Dr. Scott served as Associate Chief of the Access and Equity/Reasonable Accommodation Division at the Cybersecurity and Infrastructure Security Agency (CISA)—U.S. Department of Homeland Security. Before CISA, he served as a Senior Policy Advisor to the EEO Director at the National Institutes of Health (NIH). There, he conducted policy development, review, and analysis while collaborating on the development of comprehensive and strategic approaches to EEO, workplace disability accommodations, and anti-harassment. Additionally, Dr. Scott served as Acting Director of the NIH EEO Compliance Team, providing leadership and managerial oversight to all phases of the EEO compliance process. He also served as Acting Director of the Guidance, Education, and Marketing Division at NIH, where he provided leadership on effective EEO, accessibility, and anti-harassment marketing and communication strategies for the general public and NIH community. Moreover, he served as the Branch Director of NIH’s Access & Equity Branch, leading the NIH Accessibility Consultancy, whose portfolio of services included Language Access, Reasonable Accommodation, and EEO Guidance. He has also served as the Team Leader and Subject Matter Expert for the Centers for Medicare & Medicaid Services’ (CMS) Reasonable Accommodation Program.
Dr. Scott was a legal intern with the Office of General Counsel, Office of the Governor, Chief Counsel, State of New Mexico. He also worked as a law clerk with The Pueblo of Laguna Tribal Courts, Office of the Prosecutor, and with the Bernalillo County Attorney’s Office. A certified EEO counselor, investigator, and mediator, Dr. Scott has led the development of EEO and workplace disability accommodation policies. He is also trained in workplace accommodations and family medical leave by the National Employment Law Institute.
He earned his Doctorate in Educational Leadership and Administration from Trident University International, his master’s degree in Public Administration, and an undergraduate degree in English/Pre-Law from The University of New Mexico. He also earned his Mediation certification from The Justice Center of Atlanta. Dr. Scott is also a proud and thankful United States Army combat veteran.
